The framers of the United States Constitution created a federal system

Federalism is a federal principle or system of government. Federal mandates and categorical grants have increased the power of the federal government. Federal mandates have granted power to the federal government by requiring local governments and states to comply with federal rules under the condition of receipt of federal grant. Categorical grants have increased power because they are the main source of federal aid to state and local governments.
