Essay #16

2006-3 The United States congress and the president together have the power to enact federal law. Federal bureaucratic agencies have the responsibility to execute federal law. However, in the carrying out of these laws, federal agencies have policy making discretion.


Congress gives bureaucracies the ability to carry out their policies however they choose to. Congress does this because if the agencies didn't then congress would be stuck with the decisions on how to carry out the policy. The FCC is a federal agency charged with mandatory and regulating the tv airwaves. They decide what is okay and not okay to televise. If something inappropriate gets past them, then the FCC puts lewy files on the company responsible for the mistake. Congress ensures that federal agencies follow legislative intent by being able to cut the funding of agencies which makes them reconsider their policy making. Congress also controls agencies by having the power to end agencies and take it away if they get out of hand.
