Essay #8


There are many advantages that the majority party and the United States House of Representatives has in lawmaking. Two of them are: the majority party in the house sets the legislative agenda which means they decide which bills get voted on and when they get voted on. This shows that they plan everything that has to do with passing a bill, making the House of Representatives the most important part of Congress when passing a bill.

The main difference between the House and the Senate in the fillbuster rule is in the House a majority passes legislation, but in the Senate only 40% can block a vote by fillbusters. Two fifths majority is needed to end a fillbuster. There is no unanimous voting in the House of Representatives because they have formal procedures and rules because there needs to be 2/3 votes. The Senate can also have holds on the bills.

These differences can lead to a passage of a bill in one chamber but not the other because even though the House may pass a bill, the Senate can demolish the bill with a fillbuster. They can also because even though the House may pass a bill, the Senate can delay or stop it with a hold.
